Advise the Commander on equal opportunity (EO) issues and their impact on the human dimensions of readiness. Act as the eyes, ears, and voice of the Commander on EO issues and concerns. Assist commands to resolve EO issues, complaints and concerns for Soldiers, family members, and DA Civilians. Initiate policies, directives and procedures that promote fairness, justice, and equality. Monitor and evaluate the execution of the Equal Opportunity and Consideration of Others training programs at battalion, and company levels. Teach and train equal opportunity and human relations at the individual and command levels

The EO Advisor (EOA):

The EOA is located at the brigade level or above. The EOA is responsible for ensuring the EO program is run within the commander’s guidance. The EOA is the person to contact for filing discrimination or harassment complaints based on race, color, gender, religion, or national origin. If you feel that you have been discriminated against, it is your right to have free access to the EOA to be able to file your complaint (formal or informal). We ask that you try to use your chain of command prior to contacting the EOA Office, but that is not a requirement. AR 600-20 – Command Policy – provides you the right to file a complaint. If you are told that you cannot contact the EOA, at your earliest convenience, either call, email, or visit the brigade EOA office, or the nearest EOA to your location (you can file with an EOA outside the unit, but it will be forwarded to the brigade EOA office in most cases). DODD 7050.6 – Military Whistleblower’s Act and AR 600-20 – Command Policy – para 5-12 provides information on the protection from reprisal that you are guaranteed by contacting this office, or the Inspector Generals Office. The role of the EOA is vast, and touches on all aspects of the EO program to include: training, records, diversity, complaints, surveys, and many more.

The EO Leader (EOL):

There is an EOL located at every battalion level, and a primary and an alternate at each company level. They are there as the first line of defense against discrimination, and as the unit EO trainer. They maintain the company EO records, conduct training, and implement instructions about EO and diversity that is given from the brigade EOA. They are there to help facilitate consideration of others (CO2) training, and as the first level for making an EO complaint. They cannot take a formal complaint, but can provide assistance in getting you to an agency to file one with. They can help work to a resolution for informal complaints, but will notify the brigade EOA of any complaint that comes in.

Definition: Sexual Harassment is a form of gender discrimination that involves unwelcome sexual advances, requests for sexual favors, and other verbal or physical conduct of a sexual nature between the same or opposite genders when submission to, or rejection of, such conduct explicitly or implicitly affects an individual’s employment, work performance, or creates a hostile or intimidating work environment.
